Disposition Authorities for Individual Classifications for Headquarters Case Files. Part B: Classification 167. Destruction of Interstate Property.

The classification was established in 1961 to cover violations of Public Law 87-221 prohibiting the willful destruction or injury to property moving in interstate commerce while such property is in the control of common or contract carriers. The law limited carriers to rail, motor vehicles, and aircraft. Although the Bureau expected many of the investigations in this classification to involve labor difficulties and strikes, most investigations had no such connection but were simple acts of vandalism.

The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together.
